Director of Care & Operations

Carmen is the Director of Care for St Andrew’s Village and has clinical oversight of all our care centre and retirement village operations. Carmen is a Registered Nurse with over 30 years of experience, with many of those being in senior leadership roles. Since joining St Andrew’s in 2011, Carmen has also been involved in the design of the various new care buildings which are underway.

Head of Sales & Customer Experience

Judy leads the sales and occupancy portfolio at St Andrew’s Village, overseeing new sales, resales, and rentals. Since joining the Village in 2006, she has held a number of key leadership roles and brings extensive experience in marketing, real estate, and retirement living.

After serving as Village Manager for several years, Judy transitioned to the role of Head of Sales in late 2025, where she now focuses on supporting prospective residents and guiding them through the move to village life. Her previous operational leadership role gives her a comprehensive understanding of the Village, its services, and the needs of residents.

Judy has also played an integral role in the planning, design, and development of many of the Village’s completed and future construction projects, helping to shape the community residents enjoy today.


Matthew Ensor

A local resident, Matt is an experienced governance professional and consultant specialising in artificial intelligence, technology and infrastructure. He is Chair of the AI Forum New Zealand Generative AI Working Group and an Adjunct Associate Professor at the University of Auckland. Matt chairs the Board’s Strategy, Innovation and People Committee. He joined the Board in 2016 and is an elder at Somervell Presbyterian Church.


Jane Davel

Jane joined the board in 2019 and appointed chair in 2020. She has senior leadership experience and a background in product management and marketing across a number of service industries. She currently serves on the boards of the Electrical Workers Registration Board, the Licensed Cadastral Surveyors Board, and Rowing New Zealand and is a member of the Institute of Directors in New Zealand and of the Australian Institute of Company Directors.


Rob Smith

Rob Smith is a property management professional with over 35 years of industry experience. After completing his Bachelor of Commerce from the University of Auckland and spending three years working in London, Rob returned to New Zealand in 1988 to begin his property management career. His extensive experience includes managing shopping centres and overseeing ANZ Bank’s property portfolio in Christchurch, where he lived for 18 years through the Canterbury earthquakes. Most recently, from 2017 to 2024, Rob managed commercial, retail, and industrial properties at Argosy.


Tom Wang

Chief Financial Officer

Tom is a Certified Practising Accountant (CPA) who has spent the last 14 years working within a variety of commercial accountancy roles before joining St Andrew’s in early 2020.

Tom oversees all of the Finance and IT functions for the Village.


Lloyd Lewis

Village Manager

Lloyd joined St Andrew’s Village in 2019 as Hospitality Manager and was appointed Village Manager in late 2025. Alongside his broader leadership responsibilities, he continues to oversee key hospitality and resident services across the village, including resident events and activities, The Terraces Restaurant, hair salon, and cinema. He also provides oversight of the catering, cleaning, and laundry teams supporting the Care Centre.

With more than 30 years of experience in the hospitality industry, Lloyd has held leadership roles across hotels, cruise ships, and restaurants, bringing a wealth of operational expertise and a strong commitment to delivering exceptional resident experiences.

Human Resources Manager & Household Services Manager

Lee joined St Andrew’s in 2007. She is a Registered Nurse with an extensive background in various clinical settings as well as nursing recruitment.

Lee oversees all of the HR, training and payroll functions for St Andrew’s Village, as well as advising various Business New Zealand, Immigration and Careerforce consultative groups.

Lee has been particularly influential over many years in advocating for changes to immigration settings that benefitted all aged care workers across New Zealand.


Cheyne Chalmers

Chief Executive Officer

Cheyne Chalmers is a distinguished healthcare executive with extensive leadership experience across Australia and New Zealand’s healthcare sectors. She most recently served as Chief Executive Officer of Ryman New Zealand, where she led one of the country’s premier senior living organizations. Her career encompasses significant executive roles in public health across both countries, including substantial experience working with District Health Boards, which has given her comprehensive insights into the healthcare system and the specific needs of senior populations.

Through her diverse healthcare leadership roles, Cheyne has developed a deep understanding of creating environments where seniors can thrive, combining operational excellence with compassionate care delivery. Her appointment to St. Andrew’s Village represents her continued commitment to senior care, where she aims to build upon the community’s established reputation for outstanding care and vibrant resident life. Her vision focuses on exploring innovative opportunities to enhance residents’ quality of life while preserving the traditions of exceptional care that have defined the community’s success.
